REQUEST FOR QUALIFICATIONS (RFQ)
ENGINEERING SERVICES
The Yadkin Valley Sewer Authority (YVSA) has received a loan offer under the Additional Supplemental Appropriations for Disaster Relief Act of 2019 (ASADRA). The loan offer is for the 2020 Collection System Rehabilitation Project - Part I. The Authority is seeking professional engineering services for design, permit approval, bidding, construction observation and contract administration through the final certification of the project. The selected engineering firm shall fulfill the duties of the Engineer and the Resident Project Representative (RPR) as described in the General and Supplementary Conditions of the 2018 edition of the EJCDC C-700 and C-800 construction contract documents.
Qualifications must be submitted by 5:00 PM on Tuesday, September 22, 2020. Interested firms must respond in writing addressed to Nicole Johnston, Executive Director, 500 Hwy 268 West, Elkin, NC 28621. Please limit proposals to 15 typewritten pages or less if practical and provide two (2) copies of the proposal.
In addition to qualifications, the submittal should include unit labor rates by category including overhead and profit, travel costs, and should list reimbursable expenses not covered by overhead. Do not submit information that would yield an estimate of the total estimated fees.
The Yadkin Valley Sewer Authority reserves the right to accept a firm that is most advantageous to the Authority. Selection will be made based on evaluation factors of past performance, experience with the project type and funding requirements, professional personnel, experience and availability. Awards will be made to the responsible/qualified firm whose qualifications are most advantageous to the project.

General Project Description: The project will consist of the following:
The project will address damages due to hurricanes and other extreme weather events, as well as address defective infrastructure identified in the most recent asset management plan. The majority of the infrastructure to be replaced or improved is old (40 years or more). The project will consist of the Cobb Creek Subaqueous Crossing Replacement (~160 LF 10” Pipe), the Cobb Creek 12” Outfall Improvements in Floodplain (raise and/or seal ~12 manholes), the Swaim Park Aerial Crossing of Cobb Creek (replace ~60 LF of 4” pipe with 8” pipe), Elkin Yadkin River Outfall Improvements in Floodplain (replace displaced manhole, replace damaged aerial crossing, raise and/or seal ~20 manholes), Hayes Street Sewer Backup Issue (replace ~450 LF 8” Gravity Sewer), and Various I/I Reduction Improvements (rehab 17 manholes, 10 spot repairs of gravity pipe and drop connections, and rehab or replacement of ~335 linear feet of 8” gravity pipe).
